The 30-second answer

Only the top tier is a cruise policy. Essential carries up to $25,000 emergency medical, which is thin anywhere outside the United States, and neither of the lower two tiers can carry a pre-existing condition waiver or cancel-for-any-reason at any price. Ultimate is a different product, not a bigger one — up to $250,000 medical (upgradable to $500,000), up to $1,000,000 evacuation, and the only tier where the waiver exists. If the quote you are looking at is not Ultimate, you are pricing something else.

Who is actually behind it

Start here, because Travelex answers this question in a way no other carrier does. Which insurer stands behind your policy can depend on when the plan was sold.

Plans sold on or after 4 December 2024 may be underwritten by Zurich American Insurance Company. Earlier plans may be underwritten by Berkshire Hathaway Specialty Insurance Company. Travelex runs separate claims channels for the two, which is the clearest signal that the distinction is real.

Do not guess which you hold. Check your confirmation and your certificate — the insurer and claims administrator named there are the ones that govern your claim and any review process.

Both are serious balance sheets, so this is not a warning. Call it an illustration. Two people can hold the same brand, bought from the same website, and have different insurers behind them.

One more piece of housekeeping, because it confuses people every year: this is not the currency exchange business. Travelex Insurance Services started life inside Mutual of Omaha, was bought by the currency company, kept the name, and is no longer affiliated with Travelex Currency Services. Same word, different company.

Three tiers, and one of them is a different product

Essential, Advantage, Ultimate. It reads like small, medium and large. It is not a size ladder. Step through them and notice what only one of them unlocks.

What it unlocks

The only tier that can carry the pre-existing condition waiver or the cancel-for-any-reason upgrade, and the only one with all nine optional upgrades. The waiver generally requires purchase within 21 days of the initial trip payment, the full trip cost insured, and the traveller medically able to travel.

The gap between Advantage and Ultimate is not a bigger number. It is a different class of policy. Two of these three tiers are shut out of the waiver and the cancel-for-any-reason upgrade entirely. Not at a higher price. Not on request. At all.

So the question is not how much cover you want. It is whether you need either of those two things. If anyone travelling has a recent medical history that could fall inside the policy's pre-existing-condition definition — or you can picture changing your mind — the waiver may decide which tier is viable before price enters the conversation.

How these scores work

Each score is Seabound's judgement, not a figure published by any insurer. The underlying limits are researched from the carrier's own materials and stated as they appear there. The score answers one question: how well does this dimension serve someone booking a cruise? Ten means best-in-class for cruising. Five means adequate. Below five means a gap worth planning around. Where a benefit exists but only on one tier, the score is marked down, because a benefit you cannot buy at your price point is not a benefit you have. Judged at the Ultimate tier throughout, since that is the one worth considering for a sailing.

Up to $250,000 on Ultimate in Travelex's current published materials, with an optional upgrade taking it to $500,000. Well clear of the $100,000 working floor this site uses for international cruising. The lower tiers are a different story — $25,000 on Essential is thin for anywhere outside the United States.

Up to $1,000,000 on Ultimate. For context, $250,000 is the figure commonly cited in travel-health guidance as a sensible minimum, and this is four times it. Even the entry-level Essential plan carries up to $200,000.

Primary vs secondary medical8/10

Primary on Advantage and Ultimate, which means the claim goes to Travelex rather than queueing behind your own health insurer. Essential is secondary, subject to state exceptions — an easy thing to miss when the tiers sit side by side on one page.

Who it suits, and who should skip it

Strong across the eight, and strongest in two specific places. Here is who that actually serves.

Buy it if the catastrophic number is what worries you. Up to a million dollars of evacuation cover on Ultimate, against the $250,000 figure commonly cited as a sensible minimum. Even the entry-level plan carries up to $200,000. On the one line item that ruins people, this is a serious ceiling.

Buy it if you are travelling with children. Ultimate offers kids-included pricing — a child aged 17 or under covered per insured adult without a separate base-plan premium. Conditions apply: the child's trip cost must not exceed the adult's, and optional upgrades can still add a premium. For qualifying families it can still change the quote materially.

Buy it if you want primary medical without hunting for it. Advantage and Ultimate pay first rather than queueing behind your own health insurer. On a cruise — where you often settle with a foreign hospital yourself and claim afterwards — that removes a whole layer of paperwork from the worst week of your holiday.

Skip the lower tiers for an international sailing. Essential carries up to $25,000 of medical cover and is secondary; Advantage carries up to $50,000. Neither can add a pre-existing condition waiver or cancel-for-any-reason at any price. Buying one to save money, when the waiver was the thing you needed, is not a cheaper policy. It is the wrong one.

On claims, know what is and is not established. Public reviews include positive service experiences alongside complaints about processing time, documentation requests and communication during a claim. Those reviews are anecdotal and do not establish the company's approval or payment rate. File promptly, keep everything, and read what your certificate asks of you before you need it.

Straight answers

Who actually underwrites a Travelex policy?

It depends on when the plan was sold, and Travelex runs separate claims channels for the two. Plans sold on or after 4 December 2024 may be underwritten by Zurich American Insurance Company; earlier plans may be underwritten by Berkshire Hathaway Specialty Insurance Company. Both are strong balance sheets. Confirm which applies to you from your own confirmation and certificate rather than assuming — the insurer and claims administrator named in your certificate govern the claim and any review process.

Which plan should I be looking at for a cruise?

Ultimate, in most cases, and not because it is the expensive one. Only that tier can carry the pre-existing condition waiver or cancel-for-any-reason. It also lifts emergency medical to up to $250,000, evacuation to up to $1,000,000, and interruption to 150% of trip cost. Essential and Advantage are reasonable policies for a straightforward trip — but with $25,000 and $50,000 of medical cover respectively, they are a different class of product for an international sailing.

How long do I have to buy it?

Generally 21 days from your initial trip payment if you want the pre-existing condition waiver, along with insuring the full trip cost and being medically able to travel at purchase. Added trip costs need insuring within the relevant window too. The cancel-for-any-reason upgrade must be added at the time of purchase. Check your own plan documents for the exact conditions, since they can vary by state.

Is the family pricing as good as it sounds?

It is a real advantage, with conditions worth knowing. On Ultimate, a child aged 17 or under can be covered per insured adult without a separate base-plan premium. Is this the same company as the currency exchange?

No. Travelex Insurance Services began inside Mutual of Omaha, was later bought by the currency exchange business and kept the name, and is no longer affiliated with Travelex Currency Services. It is based in Omaha, Nebraska. The practical consequence: a currency counter at an airport cannot help you with an insurance claim. Save the number from your policy documents before you sail.
