A village with a hotel inside it
Most themed hotels put a lobby behind a facade. This one builds the whole town first and hides the rooms in it.
Portofino Bay opened in 1999 as Universal’s first hotel, and the brief was unusually literal: reproduce the Ligurian fishing village of Portofino at something close to full scale, around a working harbour with a real water-taxi dock. What you get is a crescent of tall, narrow, apricot-and-ochre facades curling around the water, cobbled piazzas, outdoor cafe tables and Vespas parked as set dressing. There is no film character anywhere in the public areas. It is the most grown-up thing Universal has built.
The craft is in the paint. A great many of the windows, shutters and stains on those facades are hand-painted onto flat stucco — hundreds of thousands of square feet of trompe l’oeil doing the work that architecture would otherwise have to. Stand on the far quay at five in the afternoon, when the light comes off the water and hits it side-on, and the flatness disappears entirely.
In the early evening, a first-floor balcony above Harbor Piazza opens and singers perform opera out across the harbour, for nothing, to whoever happens to be standing there. It is called Musica della Notte, it runs fifteen to twenty minutes, and the hour moves with the season — which is why the one thing worth asking at the check-in desk is what time is the singing tonight?

The rooms are the largest at Universal and the pools are good. Neither is why people come back.
The harbour after five
The case for Portofino isn’t the room — it’s what happens outside it once the light goes. Walk an evening through, hour by hour.
The bar is small, outdoors and angled at the water, and at five o’clock the light comes off the harbour and hits the painted facades opposite — which is the hour when the trompe l’oeil stops looking like scenery and starts looking like a town. The boats come and go from the dock beside you all evening.
Free, nightly, weather permitting, fifteen to twenty minutes. The start time moves with the season and the resort has published different hours in different years.

- Opera, from a balcony, for nothing
- In the early evening the shutters open on the first-floor balcony above the piazza and singers perform arias and Italian standards out over the water for fifteen to twenty minutes. There is no ticket, no reserved seating and no announcement worth speaking of — people simply stop walking. It costs nothing, it is not ticketed, and nothing else on this resort is given away at that level — yet most guests staying here miss it, because nobody tells them. · Stand on the far side of the piazza, not underneath. - The conceit is that you are eating in an Italian grandmother’s house, and the staging is committed enough to work: low rooms, mismatched plates, and strolling musicians who move table to table through the evening. It is not the most refined food on the property — Bice is — but it is the one people talk about afterwards. · Book dinner late. - A film, from the pool
- The main pool runs films on selected evenings, projected while you float, the deck lit low. Two quieter pools sit elsewhere on the grounds — the Villa Pool with its cabanas, and a small hillside one at the far end of the east wing. · The Hillside Pool is quiet for the obvious reason. - This is where Portofino asks something of you. The hotel wraps a harbour, so the walk from the piazza to a far room can run ten minutes on its own — and the walk out to the park gates is fifteen to twenty before you have even reached CityWalk. Charming at ten at night with a gelato. Less charming at eight in the morning with a pushchair. · Ask for a room close to the lobby when you check in. Getting to the parks
Two good ways and one long one — and the arithmetic on the hotel’s single biggest flaw.
Water taxi — about 7 minutes
Boats run about every fifteen minutes, from half an hour before early entry until roughly half past two in the morning, and land at the shared CityWalk dock between the two parks.
There is no better way to reach a theme park than by boat at eight in the morning, and here you get it every day. It also stops for lightning, which in a Florida summer afternoon is routine — buses substitute, but they are slower.
On foot — 15 to 20 minutes
A landscaped walkway runs the whole way and is pleasant, but the time quoted is from the harbour, not from your room.
Add a far guest wing and half an hour door-to-turnstile is realistic. This is the most common complaint about the hotel and it is a fair one.
Epic Universe — by bus only
Epic sits four miles south with no walking or boat route from here at all. A dedicated shuttle runs from the hotel; budget 30 to 40 minutes door to gate, and longer at park close.
Your free Express does not work there either. If Epic dominates your trip, this is the wrong side of the resort to sleep on.
Ask at check-in for a room in the East or West wings, which face the piazza, rather than one of the outer buildings. It costs nothing to ask, and it removes the ten minutes of internal walking that turns a fifteen-minute stroll to CityWalk into a half-hour trek. Say it at the desk, not in the booking notes.
What it costs, and what comes free
The page has spent five sections telling you to book it. Here is the bill, and the three things included that people forget to count.
Rates and the extras
- Rack rates have run roughly $390 to $1,020 a night depending on date — but 2026 is the softest pricing in years, and annual-pass and Florida-resident rates have been seen from around $199.
- Bay view is typically a modest per-night premium over garden view rather than a category jump — the best-value upgrade at this hotel.
- Parking is $36 to self-park, $45 for valet, plus tax. Pets are welcome for a fee of around $150.
- No resort fee — not here, not at any Universal hotel. Against most Orlando comparables that is $30 to $45 a night you simply do not pay.
Three perks that come with the key
- Free Express Unlimited for every registered guest, at Universal Studios Florida and Islands of Adventure — from the hour you arrive to park close on check-out day.
- Early Park Admission, up to an hour before the public at designated parks that rotate. Identical at every Universal hotel, and every guest needs their own key to use it.
- Priority seating at participating restaurants resort-wide — a perk of these three hotels only, and worth knowing about at seven o’clock on a Saturday.
Royal Pacific undercuts Portofino on essentially every date and includes exactly the same Express. So the premium here is not buying the perk — it is buying 115 more square feet, the two best hotel restaurants at Universal, and an evening on the harbour that nothing else in Orlando replicates. Priced that way, it is either obviously worth it or obviously not, and only you know which.
Who should book it
It is the dearest Express hotel here and the lowest-rated of them by guests. Both of those facts are explicable.
You want the evenings. The harbour with the singing over it is unlike anything else in Orlando, and it is the whole reason to pay this hotel’s premium over Royal Pacific.
You need the space. 450 sq ft is the largest standard room on the property, and the suites go considerably beyond that.
You’ll eat here. Bice and Mama Della’s are the two best hotel restaurants at Universal, and Sal’s undercuts every park lunch you’d otherwise buy.
You’re doing the two original parks. Free Express Unlimited for everyone in the room, from arrival to check-out day close.
Mobility or small children. The walking distances here are real and they compound. Hard Rock is six minutes from the Studios gate; this is not.
You want a new room. The rooms date from 2013 and look it. Hard Rock’s finished a $40 million refit in 2025 for similar money.
You wanted a spa. There isn’t one. Mandara closed for good in November 2024.
Epic Universe is the trip. Four miles, a bus each way, and an Express that doesn’t work when you get there.
Book a bay-view room, ask for a wing near the lobby, reserve Mama Della’s before you fly, and be standing on the far side of the piazza for the singing on your first night. Do those four things and it is the best hotel at Universal Orlando; skip them and you have overpaid for a long walk.
Straight answers
What travellers actually ask about Portofino Bay, answered plainly.
Is Musica della Notte still running, and what time?
Yes — it runs nightly on the harbour, weather permitting, and it is free. The time is the tricky part: Universal's own listing has said 7:30pm, the hotel's social accounts have said 6:30pm, and other descriptions simply say 'at sunset', which suggests it moves seasonally. Ask at check-in on the day you arrive rather than planning dinner around any published figure.
Is the bay view worth the extra money?
At Portofino, more than at almost any hotel on the property. The room is identical inside — the same 450 sq ft, the largest standard room at Universal — so you are buying only the outlook, and the premium has typically run a modest amount per night rather than a category jump. Garden-view rooms face car parks, service areas and rooftops, plainly described. If you booked this hotel for the harbour, do not then book a room that cannot see it.
How long is the walk to the parks, really?
Longer than anyone expects, and this is the hotel's main flaw. It is roughly fifteen to twenty minutes on foot to CityWalk — measured from the harbour, not from your room. Add a far guest wing and you can be over half an hour door to turnstile. The water taxi takes about seven minutes and is much the nicer option, but it stops in lightning, which in a Florida summer is not a rare event.
Does Portofino Bay have a spa — and a gym?
No spa. Mandara closed permanently on 30 November 2024 after twenty-five years and nothing has replaced it. The more useful question is what went with it, because the fitness facilities sat inside the spa — so if a gym matters on a long stay, ask what is currently open before you book rather than after you arrive. Universal's own published fact sheet still lists the spa, and several major guides repeat the error.
Portofino or Royal Pacific — what does the extra actually buy?
Both include the identical free Express, so you are not paying for the perk. The difference buys 115 square feet — 450 against 335 — plus the harbour and its evening, and the two best hotel restaurants at Universal. What you give up is money on essentially every date, because Royal Pacific undercuts this hotel consistently, and about eight minutes of walking, because Royal Pacific sits closer to the gates. If the evenings appeal, pay it. If you plan to be inside a park from opening to close, do not.
What does it cost beyond the room — parking, resort fees, pets?
There is no resort fee at any Universal hotel, which is worth $30 to $45 a night against most Orlando comparables and is a real part of the value here. You do pay to park: $36 a night to self-park and $45 for valet, plus tax. Loews is pet-friendly, with a fee of around $150. One cost that isn't money: poolside music carries into the rooms nearest the Beach Pool until around ten, so ask to be away from it if you are light sleepers.
Can we use the Express Pass before our room is ready?
Yes, and at this hotel it matters more than most, because check-in here runs slow and rooms are often not ready until well past four. Leave the cases with bell services and go — Express Unlimited is valid from the moment you arrive, and again through park close on your check-out day. It works at Universal Studios Florida and Islands of Adventure only, never at Epic Universe or Volcano Bay, and Hagrid's left the Express system entirely on 1 July 2026.
