Cosmos's tagged small-group departures are 12 African safaris capped at 24, and its one European small-group tour, the 28-guest Gourmet Tuscany, is a fixed-base Italy trip rather than a touring route. Trafalgar and Globus both sell one, and a smaller group does give a solo traveler a better chance of knowing everyone by day three.
