Car or no car for a Norfolk sailing, in four taps
Plans, arrival, headcount and timing — one tap per row, and the reading appears once all four are set.
“In my own car” scores lowest of anything here, because the rental question disappears. What’s left is a $15-a-day lot, covered further down.
Five to seven people tip the other way — we assume four to a cab, so a big family books two, and a minivan for the day starts to look sensible.
Sail morning drags the score down hardest. There’s no day left for the car to be useful in — only a ride to make.
Arrivals to Waterside Drive by cab, app or a car you must return
ORF sits about 7.4 road miles from the terminal by our routing, and none of the ways across it needs a rental.
| Ride | Price | How we got it | Status |
|---|---|---|---|
| Taxi from ORF | About $25 | CruiseHive’s estimate; ORF prints no fares | Second-hand |
| Same cab on a posted tariff | About $22 before tip | $6 base and $2.11 a mile on a third-party calculator, over 7.4 road miles, our arithmetic | Our arithmetic |
| Uber or Lyft | Not published | Curbside outside Arrivals near Door 3; open the app | Fare unknown |
| One-day ORF car | About $61 | Discover Cars’ “from $55” (Oct 2, 2026), 10% tax and fuel, our arithmetic; then it needs a desk to go back to | Our arithmetic |
| HRT bus or The Tide | Doesn’t go there | No bus enters the terminal, per a 2025 report | Second-hand |
From ORF’s taxi and ride-share pages, CruiseHive (updated Mar 27, 2026), a third-party taxi calculator and Discover Cars, read Oct 3, 2026. Fares unconfirmed
ORF lists seven cab companies with phone numbers and no fares, and we couldn’t read an official Norfolk meter rate.
CruiseHive puts the airport cab at about $25. On a third-party tariff ($6 base, $2.11 a mile), the 7.4 road miles come to about $22 before tip, our arithmetic. Two numbers, both second-hand, both near $25 — close enough to plan on, not to quote.
A cab ends at the terminal. A car ends at a counter, and from there you’re in a cab anyway, because the only desk downtown is Enterprise on Monticello Avenue, closed on Sundays.
That’s why the car’s $61 is only part of its cost — the ORF page runs the full sum, drop charge included.
Six of you means two cabs, about $50 on CruiseHive’s figure, our arithmetic.
Taxis, Uber and private cars drop off and pick up on Waterside Drive just past the terminal, in front of Town Point Park; terminal porters take bags from arriving cabs.
Carnival’s airport-transfer page names no Norfolk price, and we found no shared shuttle with a published fare. Don’t wait for a cruise-line bus to show up in your booking.
$2 rides on The Tide, the buses and the ferry, and none to ORF
Hampton Roads Transit runs a light rail, buses and a river ferry. All three serve downtown, and none reaches the airport terminal by the 2025 report we found.
The Tide light rail runs 11 stations from EVMC Fort Norfolk to Newtown Road through downtown (MacArthur Square, Civic Plaza, Harbor Park); it doesn’t reach ORF, and no official page names the stop nearest the terminal.
Hampton Roads Transit charges $2.00 a ride on bus, ferry and light rail, or $4.50 for a 1-Day GoPass; under-18s ride free with a fare-paying adult.
No HRT bus enters the airport terminal, per a 2025 VisaVerge report, which makes transit a night-before tool, not an airport one.
Two adults riding into downtown from a hotel near a Tide station pay $4.00 one way, with any kids under 18 free, our arithmetic on HRT’s fare table.
The Elizabeth River Ferry links Portsmouth with Harbor Park while the Waterside dock is rebuilt (temporary schedule from Sept 8, 2026), for the same $2.
FRED, a free downtown electric shuttle, takes calls on 757-478-7233. Visit Norfolk gives only that number, so treat FRED as a phone call, not a plan.
None of this carries a week of luggage gracefully — use it for dinner, not for the ship.
Driving your own car to Norfolk instead of renting one
The rental question only exists if you arrive without wheels, so start with whether you have to.
If home is within a day’s drive of Hampton Roads, the rental you never book costs nothing at all.
Cedar Grove charges $15 a day and runs a free shuttle; the hub has its conflicting opening times and the arithmetic against keeping a rental.
Cab and app riders can use that shuttle too, per the city — handy if your driver drops you at the lot and not the curb.
You hand your bags over at the lot, and the city says they go straight to the ship.
Coming from Richmond or Washington without a car of your own is the other case. A one-way rental may beat flying, and the drive-in page prices it.
Days a Norfolk rental earns its rate, and days it doesn’t
Sort the list of days before you sort the car — most of the answer is where each one points.
The car earns it
- Colonial Williamsburg and Jamestown: a little over an hour each way, by our routing. Williamsburg, priced.
- The Outer Banks: just under two hours each way, with no ride we priced. Kill Devil Hills.
- Cape Charles: the Bay Bridge-Tunnel, and a toll that rewards E-ZPass. The crossing.
- A slow drive home: a car the morning you dock. After the cruise.
Ride instead
- Sail day from ORF: the cab or the app. Rent or ride from ORF.
- Nauticus, Waterside and Town Point Park: a walk from the terminal.
- Dinner downtown the night before: The Tide, at $2 a ride.
- Back to ORF after the ship: a cab from Waterside Drive.
The split follows the map more than the budget. A day that leaves the Southside tends to favor the car, and a day you could cross on foot never does.
If the reading said rent, book one day and no more
Collect the car the morning of the trip. Have it back before the counter shuts — 6 PM on a weekday, as early as noon on a Saturday downtown.
Check the hour on the hub’s checker first, then pick the pick-up.
- Pick-up: ORF, open latest on our list
- Return the same evening
- Taxes and fees shown before you pay
- Free cancellation up to 48 hrs before pickup
