Off the ship at Waterside Drive, with no arrival time to plan around
The ship sets the hour, and the hour decides which desk can hand you keys.
We found no published time for the ship’s return. Carnival’s itinerary pages show none.
Your walk-off time comes with the cruise documents, not from us. Build the car around it — with an hour of slack.
If someone is collecting you instead, Visit Norfolk’s cell-phone lot is the MacArthur Center garage, two hours free. They wait there until you call from the far side of customs.
Nauticus holds bags for $10 each, 10 AM to 5 PM Monday to Saturday and noon to 5 PM Sunday, and cruise passengers get buy-one-get-one-free Nauticus admission. That’s useful if you’d rather collect the car first and come back for the bags than haul them to a counter.
On a third-party tariff of $6 plus $2.11 a mile, the cab from the terminal to Enterprise Downtown, 1.1 road miles by our routing, is about $8. To Avis and Budget at Bromley it’s about $20, and to Enterprise Azalea Garden about $20, our arithmetic before waiting time and tip.
We couldn’t read an official Norfolk meter rate, so treat all three as a rough guide and expect the driver’s meter to differ.
Which Norfolk desks still hand out keys at 11:30 on a Saturday
Pick the day you dock and the time you expect to reach a counter. The checker reads each desk’s published hours.
At 11:30 on a Saturday two city desks have time to spare: Bromley until 2 PM and Azalea Garden until 1. Downtown and Portsmouth are still open, but both close at noon.
Move the time to 12:15 and downtown and Portsmouth have both closed.
Sunday is starker. Enterprise Downtown, Portsmouth and Little Creek stay shut all day — so the choice is Bromley from 9 to 1 or Azalea Garden from 10 to 2.
A slow walk-off on a Sunday can miss both — set the checker to 2:15 and see.
When that happens, ORF is the fallback, with Avis and Budget open to 12:30 AM and Enterprise to 11:59 PM. The hub’s desk cards have every address and phone number.
What each Norfolk desk does with a late car’s keys
Collecting the car is half of it — the return rule decides how late the day can run.
| Desk | After-hours return | What its page says | Status |
|---|---|---|---|
| Enterprise Downtown, 751 Monticello Ave | No | “After hours returns service is not available at this location” | Confirmed |
| Enterprise Azalea Garden, Little Creek, Portsmouth | No | “After-Hours Returns Unavailable” on each branch page | Confirmed |
| Avis and Budget, Bromley | Office hours only | “Rental vehicle must be returned during office hours.” A drop box may be there, but you’re responsible until the contract closes the next business day | Confirmed |
| Enterprise at ORF | Yes, key drop | Keys in the drop box in the Rental Car Return Area, left of the sliding doors | Confirmed |
| Avis at ORF | Yes, key drop | Park, lock, and leave the contract and keys in the box in front of the car return building | Confirmed |
From each desk’s own page, read Oct 3, 2026. Budget’s ORF page didn’t say. Checked Oct 3, 2026
None of the city desks we read takes a car back after closing — in Norfolk the late return is an airport privilege, not a city one.
Where Enterprise does take after-hours returns, you’re responsible for the car until it’s checked in the next business day. A key in a box ends your driving, not your contract.
So a day trip after the cruise has a hard stop built in. Miss the city desks’ 6 PM close and the keys go to ORF, 7.8 road miles away by our routing.
Bromley’s drop box is the odd case. It may be there, but Avis still says to return in office hours, so treat it as an emergency, not a plan.
A car to ORF or a cab from the curb, for a same-day flight
If you’re headed for a plane, the cab sets the bar a car has to clear.
The rental, line by line
Our $55 base is Discover Cars’ ORF headline from Oct 2, 2026, standing in for a city desk that publishes no rate. Type yours. Virginia’s 10% is in, and fuel covers about 8 miles. A city-to-ORF drop may carry a one-way charge that no brand published, so that box starts at $0. The cab to the desk isn’t included.
From the terminal to ORF is about 7.8 road miles and 15 minutes, by our routing.
On those numbers a city car handed back at ORF is about $62, before the cab out to the desk — plenty to pay for a ride a single cab covers.
So rent for the day only if it holds a stop — Williamsburg on the way north, say, which the day-trip page prices.
Without a stop, take the cab from Waterside Drive; the should-you-rent page has the fare and its small print.
Three Virginia rules, and the tolls you might meet, on the drive home
Virginia’s rules travel with the car, rental or not, and three are worth knowing before you pull out.
Holding a phone while driving is illegal: $125 the first time, $250 after that and in highway work zones. Mount the phone before you leave the lot — the first light is too late.
On a highway with at least two lanes your way, change to a lane not next to any stopped vehicle showing warning lights, hazard flashers, caution signs or flares, or slow down and pass with care; with emergency lights it’s reckless driving.
Virginia law: children up to age 8 ride in a child restraint, rear-facing until at least age 2 or the seat’s forward-facing minimum weight; $50 for a first offense. A rental seat for a week runs to Avis’s published cap of $84, at $14 a day — bringing your own may beat that, so check the airline’s rule on car seats.
Heading up I-64 toward Richmond, the HRBT is toll-free per Wikipedia — the hub has the tunnel tolls we couldn’t confirm.
South toward the Outer Banks, the Chesapeake Expressway may charge; the Outer Banks day notes it.
Regular was about $4.15 a gallon around Norfolk on Oct 2, 2026, by AAA’s count ($4.153, against $4.157 statewide).
Reserving a car for the morning you dock in Norfolk
Book the pick-up for an hour after your walk-off time, not the minute the ship docks, then check that hour against the desk.
On a weekend, ORF is the safer pick-up — a cab ride farther, and open well past any city desk.
- Pick-up: ORF, open past the city desks
- One-way fee in the total shown
- Taxes and fees shown before you pay
- Free cancellation up to 48 hrs before pickup
After a Norfolk cruise: rental car questions
Is Enterprise in downtown Norfolk open on weekends?
Only on Saturday, 9 AM to noon. Enterprise Downtown at 751 Monticello Ave is closed on Sundays; Enterprise Azalea Garden on N Military Hwy opens Sundays from 10 to 2.
Can you return a rental car after hours in Norfolk?
Not at the city desks we read: Enterprise Downtown, Azalea Garden, Little Creek and Portsmouth take no after-hours returns, and Avis Bromley wants cars back in office hours. At ORF, Enterprise and Avis take keys in a drop box.
What time does the cruise ship get back to Norfolk?
We found no published time, and Carnival’s itinerary pages show none. Your walk-off time comes with your cruise documents.
Where can you store luggage near the Norfolk cruise terminal?
Nauticus, which runs the terminal, holds bags for $10 each, 10 AM to 5 PM Monday to Saturday and noon to 5 PM on Sunday.
Is it illegal to hold your phone while driving in Virginia?
Yes. Holding a handheld phone while driving is unlawful: $125 for a first offense, $250 after that, and $250 in a highway work zone.
