Philadelphia Cruise Port Rental Car Guide (PhilaPort, by PHL)

Norwegian’s Philadelphia sailings leave from the PhilaPort Cruise Terminal at 4 Atlantic Avenue, on the airport’s doorstep, and nobody rents cars there. The nearest counter we found is Enterprise on Essington Avenue, about 5.2 road miles away by our routing, and it closes at 1 PM on Saturday and Sunday alike. Three more desks sit over the line in Delaware County, where the tax is lower and Sundays are thinner. The checker below shows who’s open at the hour you’d walk in.

Where does the car fit in?

The ship sits next to the airport, so the honest answer is often “nowhere.” Pick the closest match.

The terminal

A Philadelphia address that sits in Delaware County

The terminal has a drop-off lane and a luggage drop. It has no rental counter — that one fact decides the rest of this page.

Before you book

Collect the car somewhere else. There’s no rental desk at the PhilaPort Cruise Terminal, and none of the rental companies’ pages we read mentions it or cruise passengers. The closest counter is a short cab ride north, on Essington Avenue.

PhilaPort Cruise Terminal, 4 Atlantic Avenue, Philadelphia, PA 19153 — use Entrance A.

The address says Philadelphia, but PhilaPort puts the terminal in Tinicum Township, Delaware County, right next to the airport. That boundary is the reason this page carries two tax rates, not one.

Only Norwegian sails from here: Norwegian Jewel in 2026, then Norwegian Pearl from November 2026 through April 2028, and Norwegian Gem from 2028 (NCL says April, PhilaPort says summer). Jewel’s last 2026 sailing date differs between the sources we read, so take yours from the booking, not from us.

The terminal opened with a ribbon-cutting on Aug 27, 2026; before that, 2026 check-in ran through the Clarion Hotel by the airport. Posts written before then that send you to the hotel to check in are out of date; the Clarion still matters, but as the parking lot.

So a rental has two jobs here at most — getting you from a desk toward Atlantic Avenue, and getting back to a desk before you board.

Open when?

Which of Essington Avenue, Darby, Prospect Park, Glenolden and PHL is open at your hour

Hours are each desk’s own, read Oct 3, 2026, in Philadelphia time. Holidays aren’t in the checker, so call ahead on one.

The checker opens on a Saturday at 12:30 — Essington Avenue has half an hour left, and the three Delaware County desks shut at noon.

Sunday narrows it again — Darby and Prospect Park don’t open at all, and Avis in Glenolden keeps only 8 to noon.

Weekdays run 7:30 or 8 to 6 at all four. That suits a car collected after breakfast, not one you need after an evening landing.

Outside those hours the airport is the answer — Avis at PHL never closes. The PHL page lists every brand’s clock.

ShuttleEvery brand’s free shuttle leaves from Zone 2 on Arrivals Road; Hertz says 24/7, about every 15 minutes

PHL lists Alamo, Avis, Budget, Dollar, Enterprise, Hertz, National, SIXT and Turo. National’s page: “After hours returns service is not available at this location.” Budget’s page says its counter is inside the terminal, unlike the others.

About 5.4 miles from the airport to the terminal, our routing from the 1 Arrivals Rd address the brands list.

Then the shuttle to the terminals and a cab, rideshare or NCL transfer.

Enterprise dominates the streets around the airport — as far as we found, Essington Avenue is its only branch in the airport district. Two more sit just over the city line, and the nearest Avis we found is in Glenolden.

“Pick-Up Service Available” on an Enterprise page is a branch service, not a cruise shuttle. None of the four says it will drive you to Atlantic Avenue — ask the branch before you count on a ride.

Return rules differ from desk to desk, and the after-cruise page sets them side by side.

    Tax

Pennsylvania’s 10%, the $2 a day, and why Delaware County comes to 8%

Three percentages and a daily fee, and one of them stops at the city line.

Your total in Delaware County8% + $2 a dayDarby, Prospect Park and GlenoldenOur arithmetic

From the Pennsylvania Department of Revenue’s rate, rental-tax and transit-fee pages, read Oct 3, 2026. Checked Oct 3, 2026

Pennsylvania charges 6% sales tax, a 2% vehicle rental tax on rentals of 29 days or less and a $2-a-day public transportation fee; Philadelphia adds a 2% local sales tax. That’s 10% plus $2 a day at PHL and Essington Avenue, and 8% plus $2 a day at the Delaware County desks, by our arithmetic.

The $2 fee is per day or part day; we couldn’t confirm whether sales tax applies to it, so the calculator leaves it untaxed.

On a three-day car at $55 a day, the two-point gap is about $3.30, our arithmetic. A cab from Darby to the ship runs roughly $4 more on the meter than one from Essington Avenue, by our arithmetic on the posted meter — so the cheaper tax rarely pays for the longer ride.

PHL piles two charges of its own on top of the 10%, and the PHL page deals with both — one comes from a consultant’s survey, the other isn’t published at all.

    Further out

Center City, South Broad and the Northeast: Philadelphia desks too far from the ship

Search for a Philadelphia car rental and most of what comes back is downtown or in the Northeast, a long way from Atlantic Avenue.

Enterprise lists twenty-odd Philadelphia branches; Essington Avenue is the only one in the airport district. Avis and Budget’s city desks are in Center City (1324 Arch St, 201 N 17th St), at 1120 S Broad St (Budget) and in the Northeast. Hertz’s city desks are on Presidential Boulevard and Frankford Avenue, nowhere near the airport. Sixt has a downtown branch at 1500 Market Street besides the airport.

Those earn a look only if the night before is downtown and the next day holds a drive — Longwood, say, or Valley Forge. Collect in Center City, then hand the car back at PHL that evening if the company allows the one-way, since the airport counters stay open late.

At 1324 Arch Street, Avis and Budget each list weekdays 7 to 7 and Sunday 8 to 1, the longest weekday hours among the city desks whose hours we read. Budget at 1120 South Broad keeps 7 to 6 on weekdays and the same 8 to 1 on Sunday.

For the ship itself they’re the wrong end of town, not a shortcut — the day-trip page prices the drives that might justify one.

    Tolls

No toll around the airfield, and what a rental’s toll plan adds on the Delaware bridges

Between the airport, the desks and the ship there’s nothing to pay. The plans start to matter once you cross the river.

No toll between PHL, the neighborhood desks and the terminal as we’d drive it. For a desk-to-terminal hop, decline the toll plan — there’s nothing for it to bill.

The bridges are where it starts. The four Delaware River Port Authority crossings charge only on the way into Pennsylvania, and the drive-in page has the amount and the tolls beyond them.

Rental companyWhat its toll program adds
Enterprise, National, Alamo$4.95 on each day a toll is used, up to $34.65 a rental, plus tolls at the higher video or cash rate; your own E-ZPass is allowed
Avis, Budget$6.95 on each toll day, up to $34.95 a rental, plus tolls; Avis’s PHL page offers e-Toll for the Pennsylvania Turnpike
Hertz PlatePassOne daily fee covers that day’s tolls, the fee capped at $24.75 a rental; the daily amount wasn’t shown

From each company’s own toll page, read Sept 28 to Oct 3, 2026. The Delaware River bridges take E-ZPass or cash, but a rental’s plate toll goes through the program unless your own E-ZPass covers it. Checked Oct 3, 2026

Run one bridge crossing through Enterprise’s TollPass and the day costs about $10.95, its fee plus the toll, our arithmetic; Avis’s e-Toll makes it about $12.95. Your own E-ZPass pays the toll and nothing else.

Bring the transponder if you own one — Enterprise says your own E-ZPass avoids its TollPass charges.

None of the routes we priced uses the Pennsylvania Turnpike; its 2026 rates took effect Jan 4, 2026, and it says E-ZPass can save up to 50% over Toll By Plate.

    FAQ

Renting a car for a Philadelphia cruise: what people ask

Is there a car rental at the Philadelphia cruise terminal?

No. We found no desk at the PhilaPort Cruise Terminal, and no rental company’s page mentions it. The nearest is Enterprise at 7001 Essington Ave, about 5.2 road miles away by our routing.

Which car rental near the Philadelphia cruise port is open on Sunday?

Enterprise on Essington Avenue, 9 AM to 1 PM, and Avis in Glenolden, 8 AM to noon. The Enterprises in Darby and Prospect Park are closed Sundays. At PHL, Avis is open 24 hours. Farther off, Avis and Budget at 1324 Arch Street and Budget at 1120 South Broad open 8 to 1.

Is the Philadelphia cruise terminal in Philadelphia or Delaware County?

The mailing address is Philadelphia, PA 19153, but PhilaPort places the terminal in Tinicum Township, Delaware County, right next to the airport.

What is the tax on a rental car in Delaware County, PA?

8% by our arithmetic: Pennsylvania’s 6% sales tax and its 2% vehicle rental tax, plus a $2-a-day public transportation fee. Philadelphia’s extra 2% applies only inside the city, which takes PHL and Essington Avenue to 10%.

Does Enterprise on Essington Avenue pick up cruise passengers?

Its page lists “Pick-Up Service Available” but says nothing about the cruise terminal or cruise passengers. Call 215-492-9766 before you count on a ride.

Are there tolls between Philadelphia airport and the cruise terminal?

None on the route as we’d drive it. The airport, the nearby desks and the terminal are all on the Pennsylvania side of the Delaware, so no bridge toll comes into it.
