It’s a short hop. Visit Norfolk calls ORF to the terminal about a 20-minute car ride, and CruiseHive puts the cab at about $25.
Our own routing makes it about 7.4 road miles and 15 minutes with no traffic. Nobody agrees on one number, so budget the 20 minutes. With cruise luggage it’s a cab or rideshare, not transit — no city bus or train reaches the airport. Land the day before if you can.
Take a cab or rideshare if
- You’re going straight to the ship with checked bags
- Two to four of you can split one fare
- You land the morning you sail
Rent a car if
- You want a few days on the coast first
- You’re happy to pay $15 a day at Cedar Grove while you cruise
- Or you can drop it before you board

One airport, northeast of downtown
ORF sits northeast of downtown Norfolk — seven miles, per Wikipedia. The terminal is on the downtown waterfront at 1 Waterside Drive, beside Nauticus and the battleship Wisconsin. The city’s Cedar Grove cruise lot is about 1.5 miles inland on Monticello Avenue, per the City of Norfolk.

What the ride to the ship costs
Both rows are per car, so a full cab splits nicely. Neither is a quoted fare — one is CruiseHive’s estimate, the other our arithmetic from a third-party tariff.

One way, in US dollars, before tip. The metered figure is our arithmetic: a $6.00 base and $2.11 a mile, from a third-party calculator’s January 2025 Norfolk tariff, over our 7.4-mile routing. The Daily Press reported a $6 Norfolk pickup fee in 2022. We don’t know whether it applies at the airport today. It isn’t in either row.
Carnival’s airport-transfer page lists no Norfolk option. An airport-shuttle directory names SuperShuttle, GO Airport Shuttle and James River Transportation, without fares. We didn’t find a Norfolk port-transfer listing on Viator to point you to.
Landing on sail day? Check your timing
We didn’t find a Norfolk boarding cutoff on any line’s pages, so the only row here is our own margin, not a line’s rule. Put in your scheduled landing and the sailing time from your cruise documents.
- Cab or rideshare, any lineA cab keeps no timetable of its own; the margin is ours, not Carnival’s — three hours from touchdown to sailing, with a 20-minute drive inside it.—
What counts is the check-in time in your boarding documents — and Visit Norfolk asks passengers not to arrive before it.
Land the day before. Wake up by the ship.
We ranked twenty hotels for a Norfolk cruise, six of them downtown, under a mile from the terminal by our routing. Send your sail date and flight, and we’ll match the hotel night to your landing.
The morning you’re back
Returning guests collect their bags in the baggage hall, clear customs, then take the Cedar Grove shuttle or walk to the Waterside Drive pick-up, per the City of Norfolk. We found no published arrival time or earliest-flight rule. Put in your flight and when you expect to be off, and this lays out the ride and the wait.
Partner links (rental cars) may earn Seabound Journeys a commission at no extra cost to you. They don't change the plan, which is built only from what each company publishes.
Buses, The Tide, the ferry and your suitcase
Not from the airport. No Hampton Roads Transit bus enters the terminal; VisaVerge reported in 2025 that routes 2, 25, 45 and 6 stop outside the airport’s perimeter. The Tide light rail runs from EVMC Fort Norfolk to Newtown Road and never reaches ORF.
Downtown, The Tide is useful — its stations include MacArthur Square, Civic Plaza and Harbor Park, and a ride is $2.00, with a 1-Day GoPass at $4.50. Buy before you board, not on the train — HRT says the trains have no fareboxes. No official page names the station nearest the terminal — so we don’t either.
Amtrak’s Norfolk station is at 280 Park Avenue — the Northeast Regional runs from there to Richmond, Washington and on toward Boston. The Elizabeth River Ferry links Portsmouth’s High Street and North Landing with Harbor Park. HRT says the Waterside dock is under construction, with a temporary schedule from September 8, 2026.
Nauticus, beside the terminal, stores bags at $10 each, 10 AM to 5 PM Monday to Saturday and noon to 5 PM Sunday, per Visit Norfolk. For Carnival, the terminal and where the ships go, see our Norfolk cruise guide.
Flying in the day before
A hotel night buys back the whole of sail morning — a late flight becomes a late dinner, not a missed ship. In Norfolk the night before can be a walk from the gangway.
Three of our top twenty will collect you free from ORF. The Hampton Inn & Suites shuttle runs 4 AM to midnight. The Fairfield’s runs 5 AM to 10 PM on request, and the DoubleTree’s hours aren’t printed. Downtown, Hilton Norfolk The Main puts the terminal 0.1 miles away by its own count — no shuttle needed, just a cab from ORF the evening before.

What each of our twenty says about getting from ORF to its door — and where it says nothing. If the night before is the celebration, our seven splurge picks run from Glass Light downtown to the Cavalier on the oceanfront.

Norfolk cruise airport FAQ
What is the closest airport to the Norfolk cruise terminal?
Norfolk International (ORF). Visit Norfolk puts it 10.8 miles from the Half Moone terminal and calls it about a 20-minute car ride — its transportation page says 15 minutes to downtown. Our own routing makes it about 7.4 road miles and 15 minutes with no traffic, and Wikipedia puts the airport seven miles northeast of downtown.
How much is a taxi from ORF to the cruise port?
About $25, per CruiseHive. ORF lists seven cab companies but prints no fares, and we found no official Norfolk meter rate. A third-party fare calculator lists a $6.00 base and $2.11 a mile on a January 2025 tariff. Over our 7.4-mile routing that comes to about $22 before tip — our arithmetic, not a quote.
Where do Uber and Lyft pick up at ORF?
Curbside outside Arrivals, near Door 3, per the airport. At the cruise terminal, taxis and rideshares drop off on Waterside Drive just past the building, in front of Town Point Park, per Visit Norfolk.
Is there a bus or train from ORF to the cruise terminal?
No. No Hampton Roads Transit bus enters the airport terminal, and The Tide light rail doesn't serve ORF. VisaVerge reported in 2025 that bus routes 2, 25, 45 and 6 stop outside the perimeter. The Tide does run through downtown, with stations including MacArthur Square, Civic Plaza and Harbor Park, for $2.00 a ride.
Does Carnival run a transfer from ORF?
Not one with a price we could find. Carnival's airport-transfer page lists no Norfolk option. We found no shuttle company with a published fare to the terminal either. Plan on a cab or rideshare.
Can I fly into Newport News or Richmond instead?
You can, but it's the long way. CruiseHive puts Newport News/Williamsburg (PHF) about 36 miles and at least an hour from the terminal, and Richmond (RIC) nearly 90 miles and 1.5 to 2 hours. Our routing gives about 29 road miles and 47 minutes from PHF, and about 87 miles and 110 minutes from RIC, both with no traffic.
Where do I pick up a rental car at ORF?
Rental desks are in Arrivals on Level 1, and the cars are on Level G of Garage A, per the airport. The nine companies are Alamo, Avis, Budget, Dollar, Enterprise, Hertz, National, Sixt and Thrifty. Visit Norfolk says there are no rental agencies at the terminal. Drop the car before you sail, or leave it at the city's Cedar Grove lot for $15 a day.
Can I store my bags near the Norfolk cruise terminal?
Yes — Nauticus, beside the terminal, stores luggage for $10 a bag, 10 AM to 5 PM Monday to Saturday and noon to 5 PM on Sunday, per Visit Norfolk. We found no Bounce or lounge listing at ORF.
How do I get picked up when the ship comes back?
You collect your bags in the baggage hall, clear customs, then take the Cedar Grove shuttle or walk to the Waterside Drive pick-up. Whoever's collecting you can wait in the MacArthur Center garage, two hours free, until you call after customs, per Visit Norfolk's flyer.
Can I fly home the same day I get off the ship?
Possibly — ORF is close. But we found no cruise line's earliest-flight rule for Norfolk and no published ship arrival time, so leave a wide gap and check your line's own guidance.
