ORF Airport to the Norfolk Cruise Port: Rent a Car or Ride?

Norfolk International is close — about 7.4 road miles and 15 minutes to the Half Moone terminal by our routing, though Visit Norfolk says 10.8 miles. Nine companies rent from Level 1 of the Arrivals terminal, and we found no facility charge or concession fee published for ORF, so our calculator starts both at zero instead of a guess. Set a one-day car against the cab, then decide.

    The rental, line by line
Against the other ways to do it

Base $55 is the “from” price on Discover Cars’ ORF page, updated Oct 2, 2026. Its listed average that day was $103. Type what you’re actually offered. Virginia’s 10% is in. ORF publishes no facility charge or concession percentage, so both start at zero; add any your quote shows. Fuel covers about 7 miles at 30 mpg and $4.15 a gallon, AAA’s Norfolk-area average on Oct 2, 2026. None of the pages we read published a drop charge for leaving the car downtown, so that box starts at $0.

On those numbers the car comes to about $61 for two people, and that leaves out the cab from wherever you return it.

The car still has to go back to a counter, and the terminal has none. Enterprise Downtown, the nearest, is closed on Sundays — so on a Sunday sail day the nearest open city return is six miles back out, at Bromley or Azalea Garden.

For the ride alone, the cab line under the total wins. CruiseHive’s $25 cab is less than half the car before you count the second cab from the desk.

A car earns its place on a day with a stop. Williamsburg on the way in is the obvious one, and the day-trip page prices it.

Keep it two days instead of one and it’s about $122 before any drop charge, our arithmetic.

    The counters

Where ORF hands over keys, on Level 1 of Arrivals and Level G of Garage A

At ORF the rental is part of the terminal, not a drive away from it.

ORF’s rental desks are in the Arrivals terminal on Level 1, open 4:30 AM until the last flight; you collect the car on Level G of Garage A and return it to Level 2 (Sixt on Level 1).

Alamo, Avis, Budget, Dollar, Enterprise, Hertz, National, Sixt and Thrifty all work from that one hall, so an ORF quote is a choice of brand, not of building.

Nothing here needs a shuttle bus. Budget’s page calls it a short walk from the counter to the lot.

Enterprise puts its counter on the first floor across from baggage claim. Avis says its own is in baggage claim, with the cars outside.

To return one, follow the signs to Level 2 of the same garage — unless you rented from Sixt, which takes cars back on Level 1.

    Early flights

The airport says 4:30 AM and Avis says 6, so trust the brand’s clock

Two sources give two opening times, and the difference only matters if you land off a red-eye.

ORF says its rental desks open at 4:30 AM and stay until the last arriving flight.

The brands’ own pages say less. Avis lists 6 AM to 12:30 AM on weekdays and 7 AM at weekends. Budget opens at 6:30 on weekdays and 7 at weekends, and closes at 12:30 AM too.

Enterprise keeps one schedule all week: 7 AM to 11:59 PM.

Trust the brand’s page for its own counter, not the airport’s summary. Landing at 5:45 AM with an Enterprise booking means a wait of more than an hour, as we read its page.

Late is easier than early. Enterprise and Avis both take cars back after hours by key drop, though Budget’s page didn’t say. The after-cruise page spells out the rules.

    Charges

The ORF charges nobody prints, and the extras Enterprise does

Virginia’s 10% is certain. Every airport line on top of it is either unpublished or optional.

Neither ORF’s rental page nor the brand pages we read print a facility charge, and the consultant survey we use elsewhere lists none for ORF.

No concession percentage is published for ORF either. We don’t guess one — the calculator starts at 0% for you to fill in from your quote.

Read that absence carefully. It means we found no number, not that there isn’t one — so check the quote’s fee lines before you pay.

    Enterprise’s ORF page lists add-ons: damage waiver $29.99 to $34.99 a day, an extra driver $15 a day, under-25 surcharge $25 a day.

The waiver is the line that moves a quote — at $29.99 it adds more than half again to a $55 day, about 55%, our arithmetic.

Drivers under 25 pay Enterprise’s $25 a day on top, which would take a $55 car to $80 before tax.

The same consultant’s survey lists a $3.25 fee on app-ride trips at ORF from July 1, 2026. Whether Uber or Lyft shows it to you as its own line, we couldn’t check.

    How far

7.4 miles or 10.8? Measuring ORF to Waterside Drive

Two published distances for one short drive — and the gap between them costs fuel money, little else.

Visit Norfolk says 10.8 miles and “about a 20-minute car ride.” Our routing says 7.4 road miles and 15 minutes without traffic.

Visit Norfolk also says, on its transportation page, that ORF is only 15 minutes from downtown — so even the tourism office gives two answers.

We can’t tell which route Visit Norfolk measured — back toward the airport, our routing gives 7.8 miles.

For the money it barely matters. The 3.4-mile gap is about 47 cents of fuel at 30 mpg, our arithmetic.

Time is what to budget. Fifteen minutes is free-flow, no traffic, and the ship won’t wait — allow the tourism office’s 20.

    Newport News

Flying into Newport News/Williamsburg instead of ORF

A second airport sits up the Peninsula, and it suits a Williamsburg stop better than a straight run to the ship.

Newport News/Williamsburg (PHF) is about 29 road miles and 47 minutes away without traffic, our routing; CruiseHive says 36 miles and at least an hour.

That makes PHF a Williamsburg airport, not a Norfolk one. Land there, see Colonial Williamsburg, then drive down to the ship.

We didn’t read PHF’s rental counters or fees, so we won’t price a car from there.

Richmond is the other alternative, farther out with its own daily charge — the drive-in page covers it.
