The road rules come from home; the bill doesn’t
Your license, the side of the road and the speed-limit units all carry over from the mainland. What trips up cruise visitors is money, not driving — the AutoExpreso tag already in the rental, and the plan the company bills it under. Choose that plan on purpose, and read the pump in liters.
You’re in good shape if
- You hold a valid US license and you’re at least 25
- Highway merges and city traffic don’t rattle you
- You’ve picked a toll plan before the counter asks
- Your phone rides in a hands-free mount
Rethink it if
- Old San Juan was on your driving list; garage the car instead
- You packed a SunPass or E-ZPass for this trip
- The car was meant to come along to Vieques or Culebra
- You’re under 25, the age Discover Puerto Rico says renters generally need
Low-balance toll fines, back from Oct 1
In a rental, the tag and its balance belong to the company, so a low-balance fine is their problem first and yours second.
How it reaches you sits in the toll plan’s fine print — ask at the counter how a low-balance crossing would be billed, before you sign anything.
Per toll day, or one flat daily price?
These are the three things we’d ask you at the rental counter, and the answer usually falls out of the second one.
$14 or $75 for a single toll day
| Five-day rental | Enterprise / Alamo / National | Avis / Budget | Charlie (unlimited) |
|---|---|---|---|
| 1 toll day | $14 | $16 | $75 |
| 3 toll days | $43 | $49 | $75 |
| 5 toll days | $71 | $81 | $75 |
Each plan’s fee plus $9.30 of tolls per toll day, a Ponce round trip by our sum. Charlie’s unlimited plan folds the tolls in and charges by the calendar, not by the toll. Illustrative
| Program | What it costs | Source |
|---|---|---|
| TollPass (Enterprise, Alamo, National) | $4.95 for each day the car touches a toll road, never more than $34.65 a rental, with the tolls on top. Enterprise’s own page names Puerto Rico. | terms |
| e-Toll (Avis, Budget) | $6.95 for each toll-use day, topping out at $34.95 a rental, tolls extra. Avis and Budget each include Puerto Rico. | terms |
| Charlie’s unlimited plan | Unlimited at $14.99 a day, tolls and all. The alternative is a one-time $25 plus whatever tolls you rack up; pick neither, use a toll lane anyway, and Charlie charges $35 on top of the tolls. | terms |
| PlatePass (Hertz) | Covers AutoExpreso as well. The only page with a price dates from 2016, so we don’t print one. | PlatePass |

One or two highway days? A per-toll-day plan wins, and the table shows by how much.
Charlie’s flat rate only earns its keep if you’re on the autopistas nearly every day, and even then our five-toll-day row has it beating Avis and Budget but not TollPass. Or take it if never thinking about tolls is worth the difference to you.
Double the plaza price for a round trip
| Highway | Toll per plaza, per direction (car) |
|---|---|
| PR-66 east, the El Yunque and Fajardo road | Carolina $1.70 · Río Grande $1.10 |
| PR-52 south to Ponce | Caguas Norte $1.05 · Caguas Sur $0.75 · Salinas $1.15 · Juana Díaz $0.70 · Ponce $1.00 |
| PR-22 west, for Dorado and Arecibo | Buchanan, Toa Baja, Vega Alta and Hatillo $1.00 · Manatí and Arecibo $1.40 |
| PR-5 and PR-20 inside San Juan | Bayamón $0.55 · Guaynabo $0.60 |
| Teodoro Moscoso Bridge, the airport shortcut | $4.00 |
Metropistas’ 2026 rates for a car, per direction. Checked Sept 28, 2026
Metropistas runs the main roads out of San Juan: PR-22 west, PR-52 south, PR-66 east, and the Teodoro Moscoso Bridge toward the airport.
Many plazas now bill you going and coming back, each way at about half what the old one-way toll was — which makes a round trip about double the figure on one plaza.
By our sums of the posted rates, an El Yunque day comes to about $5.60 in tolls there and back. Ponce is about $9.30, and Arecibo about $11.60.

Kilometers on the road markers (by most references) beside miles per hour on the speed signs is the mix that catches people out.
Read a distance sign that says 20 as kilometers, about 12 miles — the limit posted beside it is still mph, not km/h.
About 3.8 liters to the gallon
DACO’s average for a liter of regular on Sept 28, 2026 ran $1.13 to $1.17 — about $4.28 to $4.43 a gallon, by our conversion.
A US gallon is about 3.8 liters, so a pump showing $1.15 works out near $4.35 a gallon, and a 40-liter fill-up is a little over 10 gallons.
Read the fuel policy on your contract before you hand the car back; many companies want the tank as you found it.
Garage it before the old city
Street parking inside Old San Juan is largely for residents with permits. Visitors use the public garages — Doña Fela and Covadonga on Recinto Sur, La Puntilla and Ballajá.
Each January, SanSe closes a large part of Old San Juan to visitors’ cars; the 2026 festival ran Jan 15–18.
Staying in Condado or Isla Verde? Leave the car at the hotel and take a taxi in — or, if you do drive, head straight for a garage. Old San Juan and Condado without a car covers the rest.
Coverage, IVU and the fees nobody prints
Charlie Car Rental says you can decline its damage waiver with a US personal policy that covers Puerto Rico, or with card coverage, once it has verified either. Its waivers don’t cover the car on Vieques or Culebra.
We found no card issuer’s guide that names Puerto Rico. US soil isn’t proof your policy or card follows you there — call both before you fly, and ask about Puerto Rico by name.
| Charge | Amount | Basis | Status |
|---|---|---|---|
| Puerto Rico IVU (sales and use tax) | 11.5% | Hacienda sets it at 10.5% for the state and 1% for the municipality. Hertz’s Puerto Rico terms include IVU among rental charges | Verified |
| SJU airport concession fee | About 10–11% (unpublished) | Companies recover it at SJU but print no rate. It appears as 11.11% on old invoices, and a smaller company’s own page says 10%; the calculators on our San Juan pages use 11 | Not published |
| Vehicle licence and excise charges | A few dollars a day | Small daily lines seen on invoices; no company publishes them | Not published |
| Florida’s $2-a-day rental surcharge | Doesn’t apply | That’s Florida law, and we found no Puerto Rico equivalent | Checked |
Hacienda’s rate and each company’s terms as of Sept 28, 2026. Hertz’s Puerto Rico terms list the concession, licensing and excise recovery charges and IVU by name, never with an amount.
The seat law runs to age 12
Puerto Rico’s law puts children under 2 in a rear-facing seat, ages 2 to 4 in a forward-facing one, and ages 4 to 8 in a booster until reaching 4 ft 9 in and 65 lb. Everyone under 12 rides in the back, and the fine is $500.
A rental changes none of it. On American, Delta, Southwest and JetBlue a checked car seat costs nothing, per each airline’s page, so bring yours rather than renting.

Before you drive off: Puerto Rico questions
Can I drive in Puerto Rico with a US driver’s license?
Yes. Under Puerto Rico’s traffic law, a visitor with a valid license from a US state or territory can drive on it for the first 120 days on the island.
Does Puerto Rico use miles or kilometers?
Both, in different places. Speed limits are in miles per hour — 65 on the autopistas, 25 in towns — while road markers and distance signs are generally in kilometers, and gas is priced by the liter.
Does my SunPass or E-ZPass work in Puerto Rico?
No. Puerto Rico collects its tolls through AutoExpreso, a system of its own, and rental cars usually carry an AutoExpreso tag billed through the company’s own plan. Enterprise, Alamo and National charge $4.95 per toll day, Avis and Budget $6.95, and Charlie Car Rental sells unlimited tolls at $14.99 a day.
Are there new toll fines in Puerto Rico?
Yes, by local reporting. From Oct 1, 2026, crossing with too little AutoExpreso balance brings a $15 fine per crossing unless you pay the balance within five days. A $10 version has passed the House but isn’t law.
How much is gas in Puerto Rico?
On Sept 28, 2026, DACO’s average for regular ran $1.13 to $1.17 a liter, which is about $4.28 to $4.43 a gallon.
What are the car seat rules in Puerto Rico?
Under 2, rear-facing; 2 to 4, a forward-facing seat; 4 to 8, a booster until 4 feet 9 inches and 65 pounds. Children under 12 sit in the back, and the fine is $500.
