Rome to Civitavecchia Cruise Port: Drive a Rental or Take the Train?

From Termini the port is about 51.0 miles (82.1 km) by road, 69 minutes by our routing, and a train ticket costs €4.60 (about US$5). Driving out of Rome means crossing camera-watched limited-traffic zones. The fines reach you through the rental company, by post, up to 360 days later, the US Embassy says. This page gives Rome’s ZTL hours and what a fine costs once the rental company has handled it. Then the Termini desks, the train, the bus and a one-way calculator.

Our lean

For the Rome-to-ship leg, the train usually wins

Most people coming from Rome reach the ship by train, and the numbers say they’re right.

Before the details

Spend the Rome days on foot and on the metro, then ride the FL5 to Civitavecchia with your bags. A car makes sense only if you’re leaving Rome for somewhere the train doesn’t go. Even then, start at the edge of the city, not in the middle.

Rome is a city to sleep in — not to drive in.

Rome by car is about 43 miles, 70 km (Port Mobility), 46 miles, 74 km (MSC) or 50 miles, 80 km (Princess and Celebrity), depending on where in Rome you start. Our routing says 51.0 miles from Termini — the published figures don’t name a starting point.

The drive itself is simple — the A12 runs up the coast to the port. What makes it hard is the first few miles, inside the city, where the cameras are.

ZTL

Rome’s limited-traffic zones and the hours they watch

ZTL stands for zona a traffico limitato. Inside one, at the wrong hour, every pass under a camera gate is a fine.

ZoneWhen cameras enforce it
Centro Storico (day)Mon–Fri 6:30 AM–6 PM · Sat 2–6 PM
Centro Storico (night)Fri–Sat 11 PM–3 AM, not in August
Tridente A1Mon–Fri 6:30 AM–7 PM · Sat 10 AM–7 PM
Trastevere (day)Mon–Sat 6:30–10 AM
Trastevere (night)Fri–Sat 9:30 PM–3 AM, expanded May to October
San Lorenzo, TestaccioNight zones

Roma Mobilità’s ZTL page, read Oct 3, 2026; holidays are excluded on weekdays. Checked Oct 3, 2026

Read the table by the hour you’d be driving, not by the zone names. A weekday morning departure from a central hotel sits inside the busiest window on the list.

Saturday is quieter until 2 PM in the Centro Storico, but Tridente and Trastevere still enforce in the morning.

Cameras sit at the gates. You won’t see a police officer, and you won’t know you’ve been caught — the first you hear of it is the letter.

Rome’s Fascia Verde low-emission ring has, since Nov 1, 2025, barred old petrol (Euro 0 to 2) and diesel (Euro 0 to 3) cars Monday to Saturday, with extra bans on alert days. On our reading a current rental car isn’t the target on an ordinary day. The standing bans are for older cars.

If your Rome hotel is inside a zone, ask it before you arrive whether it can register your plate. We didn’t find Rome’s rule on that, so don’t assume it.

Pick the car up outside the zones, or don’t pick it up in Rome at all.

Fines

How a Rome camera fine finds an American renter

Nobody stops you at a ZTL gate. The bill arrives later, and the route it takes runs through your rental contract.

The US Embassy: cameras record the plates entering a ZTL, and for a rental “a request for payment is sent to the company who in turn normally provides the name and address of the person renting the car”.

So the fine follows the renter, not the car — the company hands over your name, and the city writes to you.

What the city charges is itself in dispute: ACI’s fines sheet prices a restricted-traffic-area entry at €81 to €326 (about US$90 to US$365), and another ACI page quotes €76 to €306 (about US$85 to US$345) under article 7 of the highway code. Either way, one pass under the wrong gate costs more than the €70 day rate we assume for the car.

Who pays the paperwork? Maggiore’s terms bill a handling fee for each fine only where the country conditions provide for one. Sixt charges a “commission” per request without the amount. The 2018 Avis Budget tariff said €42.70 (about US$50). That 2018 figure came on top of the fine itself. It’s paperwork, not a penalty, and still yours to pay.

Check your route before you set off, not your mail when you get home.

Both are on Via Giolitti, beside the station.

Termini is inside the city, so the first part of any drive is Rome traffic. Work out a route that keeps clear of the zones above before you turn the key.

Avis takes the car back on a different street, Via Marsala 53, level 1. Read that twice — it’s not the pickup street.

Hertz keeps shorter weekend hours, 8 to 6 on Saturday and Sunday. Avis runs 8 to 8 daily.

For a longer opening day, Fiumicino’s desks run 7 AM to midnight — the Fiumicino page covers them.

Against the other ways to do it

We do the adding up in euros; your booking screen does it for real. The €70 (about US$80) day is an assumption of ours, set near the $79 average Discover Cars showed for Civitavecchia on Oct 3, 2026 (a dollar amount with no currency named). One A12 toll is counted, €2.30 (about US$3). The station-surcharge box starts at 0%: the only station percentage we found is from a 2018 tariff. VAT at 22% is assumed to be in your quote. There’s no default fuel price, because we couldn’t read an official one for October; type the litre price you see. Any one-way drop charge goes in its own box, and car seats go under coverage. Every dollar figure here uses the ECB’s Oct 2, 2026 reference rate, roughly $1.12 per euro; your card company sets its own.

For two people the defaults put the rental at €72.30 (about US$80) before fuel and before any drop charge.

The FL5 costs the same two people €9.20 (about US$10), and the SIT bus €25 (about US$30).

The car has nothing to win on this leg. It wins only if the day includes somewhere the train can’t reach, or five tired people with bags.

Three people on the FL5 pay €13.80 (about US$15); five on the SIT bus pay €62.50 (about US$70), our arithmetic. Neither number comes near the car.

If that’s you, the trip is a day out, not a transfer — the day-trip page prices Bracciano and Tarquinia.

    One-way

Collect in Rome, leave the car in Civitavecchia

A one-way from Rome to the port is possible. It has two prices: the drop charge, and the desk hours at the far end.

Enterprise: “All rentals where the vehicle is not returned to the same location as pick-up will be subject to a one-way fee”, with no amount on the page.

The 2018 Avis Budget Italia tariff charged €74.50 (about US$85) to drop a small car in a different town and €15.96 (about US$18) within the same city. It’s dated, so it isn’t in our totals.

Then the Civitavecchia end has to be open. Avis by the port works weekdays with a lunch break and only 8:30 to 11 at weekends. The station desks close at 1 PM on Saturday and Sunday. The hub’s checker runs any day you like.

A Saturday one-way that arrives at 2 PM finds nobody to take the keys — the car stays yours until a desk reopens.

Discover Cars showed 14 offers for a Civitavecchia-to-Florence one-way from $37.75 a day. That’s the right shape of trip for a one-way. Rome to the port isn’t.

Our one-way rental guide covers how drop charges are built.

    Train and bus

FL5 trains, the SIT bus and the Sunday-only COTRAL

Four Rome stations, a train every half hour, and a bus that skips the station altogether.

FL5 regional trains link Civitavecchia with Roma San Pietro, Trastevere, Ostiense and Termini — about two an hour, per the port.

A one-way kilometric ticket costs €4.60 (about US$5), per the port’s FAQ. For a day return the FAQ quotes a €12 (about US$13) BIRG ticket, but the Lazio region’s June 2026 tariff prices a five-zone BIRG at €14 (about US$16), and we couldn’t confirm the zone count, so we print both.

Run times we only found on secondary pages: Princess says 60 to 80 minutes to Rome. We didn’t find a timetable figure on an official page.

From Civitavecchia station it’s about 600 metres on foot to the Varco Fortezza gate and the free shuttle. With bags, the CSP bus costs €6 (about US$7) a person each way on ship days.

The SIT bus runs from Largo della Pace straight to San Pietro and Termini, €12.50 (about US$14) one way or €25 (about US$30) return — one seat from Rome to the shuttle stop.

A COTRAL bus to Roma Cornelia runs only on Sundays, about 1 hr 40, €3.90 (about US$4). Useful for exactly one day a week, so check it’s yours.

Pick the one that matches your day of the week first — then your budget.

    FAQ

Rome, a rental and the ship: what people ask

What are the ZTL hours in Rome’s historic centre?

Roma Mobilità lists the Centro Storico day zone as 6:30 AM to 6 PM Monday to Friday and 2 to 6 PM on Saturday, excluding holidays, with a night zone Friday and Saturday 11 PM to 3 AM (not in August), as read Oct 3, 2026.

Will the rental company pay my Rome ZTL fine?

No. The US Embassy says the payment request goes to the rental company, which normally provides the renter’s name and address. Rental terms can add a handling fee for each fine: Sixt charges a commission, Maggiore bills one where its country conditions provide for it.

Can I rent a car at Rome Termini station?

Yes. Hertz is at Via Giovanni Giolitti 16 (Platform 24), open 8 to 8 weekdays and 8 to 6 at weekends; Avis is at Via Giolitti 34, open 8 to 8 daily, with returns at Via Marsala 53, level 1.

How much is the train from Rome to Civitavecchia?

The port’s FAQ prices a one-way kilometric ticket at €4.60. For a day return it quotes a €12 BIRG, while the Lazio region’s June 2026 tariff prices a five-zone BIRG at €14; we couldn’t confirm the zone count.

How far is Rome from Civitavecchia by car?

About 51.0 miles (82.1 km) and 69 minutes from Termini by our routing with no traffic. Port Mobility says about 70 km and an hour on the A12; Princess and Celebrity say about 80 km.
