National meets most cruisers at the airport, not the pier: at 15 of the 23 ports we've researched, the airport counter is all it has — and its only shuttle is borrowed from Enterprise. What it offers instead is a driver rule that reaches past the spouse — Emerald Club members' parents, children and siblings at the same address drive free. It scores 6.8, fourth of ten by our method.

Who it suits
Is National right for your sailing?
Book National if
the car starts and ends at airports, where National's counters keep long hours and after-hours returns are the norm.
a grandparent or adult child who lives at the Emerald Club member's address will take a turn at the wheel.
you're in Emerald Club and want to pick from the Emerald Aisle at the midsize rate.
Look elsewhere if
you want a car in town the morning you disembark — National has a near-terminal desk at only four ports.
you want cancellation fees in writing before you prepay, because National's own FAQ doesn't give them.
you'd pay by debit with no flight home booked — National's airport counters then want a credit card and a deposit of $300–$400.

National at the cruise ports
Start at the airport. For Tampa, Jacksonville, Galveston (via Houston), New Orleans, Mobile, Baltimore, Norfolk, Philadelphia, Boston, Los Angeles/Long Beach, San Diego, Seward, Honolulu, Vancouver and Québec City, we found airport counters, not a National desk near the ship — plus, in Vancouver, a branch across the harbor in North Vancouver.
Four ports have a city desk. In New York, 313 W 56th St is 0.8 mi from Piers 88/90 — though its page shows no hours. National lists the shared 1601 3rd Ave counter in Seattle, 0.9 mi from Pier 66, and 1200 rue Stanley in Montréal, 1.4 mi out, with an after-hours key drop. San Francisco returns go to Enterprise Union Square at 233 Ellis St, 2.3 mi from Pier 27.
The single shuttle is the shared 710 Mullet Rd run at Port Canaveral — last trip 3 PM. At FLL and Miami Beach, National's own pages say they don't serve Port Everglades or PortMiami.

The fine print that bites on a cruise trip
National's policies, read for a cruise
National's rules read as if written for business travelers, not cruisers — and several happen to suit a cruise anyway. These are its US terms as of Oct 21, 2026.
The gap is cancellation — we couldn't find fee terms anywhere on National's site.
Extra drivers
Family free for members
Extra drivers cost $15 a day ($5 in New York); a spouse or partner is free. Emerald Club members also get the fee waived for parents, children and siblings who share their license address.
A drop or mileage charge may apply and shows at booking, and certain one-ways aren't allowed. National doesn't publish a flat fee, so price a plan such as PHL to BWI before you count on it.
Members pick any car from midsize up and pay the reserved midsize rate in the US and Canada, bypassing the counter at 50+ major airports. The pages we read didn't say whether joining costs anything.
TollPass charges $4.95 only on days you incur a toll, plus tolls, up to $34.65 a rental. Your own E-ZPass avoids it in the Northeast; for Florida, the state's SunPass site says SunPass users can add the rental's plate to their own account.
National generally allows 29 minutes, charges by the hour after that and adds a full day at 2.5 hours late. An after-hours drop isn't checked in until the next business day.
At airports, debit works only with a ticketed return itinerary. Without one you need a credit card and a deposit National puts at $300–$400, depending on location and car class.
National's cancellation FAQ explains how to cancel but gives no fee terms. We couldn't confirm a third-party account of prepaid fees, so ask before you take a prepaid rate.
Comparison sites show the base rate. These are the add-ons National publishes, so you can see the real total before you tap through — anything it doesn't publish shows at checkout, and we say so rather than guess.

Figures from nationalcar.com FAQs, read October 21, 2026; tolls themselves, taxes and airport fees come on top. See the sources.
Family drivers score 8.5, tolls and cancellation 8.0, and one-ways sit at 6.5 — the same drop-charge-may-apply rule as Enterprise and Alamo.
Port access is what pulls the total down, at 5.3. With fifteen airport-only ports and one shared shuttle, most cruisers pay for a cab or transfer between the counter and the ship — add that fare to National's rate when you compare.
Across the 23 cruise ports we've researched, National has a pier shuttle at 1, an office near the terminal at 4, airport counters only at 15, and a written statement that it offers no port pickup or shuttle at 2; 0 are unconfirmed and 1 show no presence. Shuttles score 10, near-port offices 6, airport-only or unconfirmed 3, a no-shuttle statement 1 and no presence 0; the average is scaled by 1.5 and capped at 10.
J.D. Power's 2026 North America Rental Car Satisfaction Study scored National 726 out of 1,000 (study average 707); the American Customer Satisfaction Index's 2026 travel study scored it 76 out of 100 (industry 76). We convert each to a 0–10 scale and average what's available.
One-ways allowed with a drop or mileage charge that may apply, shown at booking; most cars may go to Canada, never Mexico.
Spouse or partner drives free, and Emerald Club extends that to parents, children and siblings at the member's address.
Airport-based, so counters keep long hours; 29-minute grace and an extra day only from 2.5 hours late.
TollPass at $4.95 per toll day, capped at $34.65; National's own pages don't publish its cancellation fees.

National in the 2026 satisfaction studies
J.D. Power's 2026 study, released Oct 7, 2026, scored National 726 out of 1,000, second of 13 brands and 19 points above the 707 average. ACSI's 2026 travel study, released Apr 21, 2026, scored it 76, matching Enterprise and the industry.
J.D. Power surveys airport renters, which is National's home ground, so take the 726 at face value: it was earned at the counters where National wants to meet you. Add the taxi from the pier as its own line in your total. (J.D. Power figures via TravelPulse and Auto Rental News.)

Side by side
National, Enterprise or Alamo?
All three print the same TollPass terms and share the Mullet Rd office at Port Canaveral. Enterprise brings the city branches and Alamo the leisure discounts, while National's edge is who's allowed to drive — set them side by side before you book a family trip.

Our take
Should you rent from National?
Choose National for the airport leg of a cruise, not the pier leg.
Picture an Orlando pickup, three days near the parks, then Port Canaveral, with your mother and adult son sharing the wheel. If they live at your address and you're in Emerald Club, the waiver saves $15 a day for each.
The morning after the cruise is where National falls short — with no desk near most terminals, you'll pay for a ride to the airport before you see a car.
Sign up for Emerald Club before you book, and add the pier-to-airport fare to your total before comparing it with Enterprise.

No. Its one pier shuttle is the shared Port Canaveral run from 710 Mullet Rd, last trip 3 PM. The closest city desks are in Manhattan (313 W 56th St, 0.8 mi from Piers 88/90), Seattle, San Francisco and Montréal.
Who drives free on a National rental?
Any renter's spouse or domestic partner. Emerald Club members also get the fee waived for parents, children and siblings who share their license address. Everyone else pays $15 a day, or $5 in New York, as of October 2026.
What does National charge to cancel a reservation?
National's own FAQ doesn't publish cancellation fees. A third-party summary says standard reservations cancel free and prepaid ones carry a fee, but we couldn't confirm either on nationalcar.com. Ask the location before you choose a prepaid rate.
Can I drive a National car from Boston to Québec City?
Most US-rented National cars may be driven into Canada, though some classes are excluded. In Québec National lists only the YQB airport counter, with key-slot returns from midnight to 7 AM, and it publishes no Boston-to-Québec one-way fee. Book the one-way ahead so the drop charge shows before you commit.
Can I use the Emerald Aisle when I pick up for a cruise?
If you're picking up at a major airport, probably. National says members can bypass the counter at 50+ major US and Canadian airports and pick any midsize-or-larger car for the midsize rate. We found nothing tying the Emerald Aisle to the port offices on our board.
