Payless works for cruisers in two places — Port Everglades and PortMiami, where it shares Avis Budget Group's cruise-shuttle offices. At 11 of the 23 ports we checked it shows no presence at all. Everywhere else, treat it as an airport rental, not a pier option — one with stricter rules than its sister brands.

When Payless makes sense for a cruise
Book Payless if
you're sailing from Port Everglades, where Payless shares the 2520 Miami Rd shuttle office with Avis and Budget.
you're leaving from PortMiami and can book code M15 at 93 SE 2nd St for the pier shuttle.
you'll pick up at a big airport such as FLL, JAX, Newark or Logan and stay inside the US.
your second driver is a spouse or domestic partner, who's exempt from the $13-a-day fee.
Look elsewhere if
you're sailing from Port Canaveral, because Payless has no Space Coast location, only the Orlando airport counter.
your cruise starts in Seattle, Vancouver, Los Angeles, Honolulu or Alaska, where we found no Payless presence.
the trip crosses into Canada or Mexico — Payless needs the location's written approval for either.
you're 21 to 24 — the standard age is 25, and younger renters pay $25 a day for certain car classes.
you want a stated grace period for a slow disembarkation, which Payless doesn't publish.

The 12 ports where Payless shows up
South Florida is the whole shuttle story. At Port Everglades Payless works from the shared 2520 Miami Rd office, free to and from the pier for cruise passengers, open 8 to 2 on Sundays. At PortMiami the M15 location at 93 SE 2nd St says its shuttle will meet passengers at the pier, and to call for a pick-up if it doesn't. The South Miami Beach branch has no shuttle.
Ten more ports get an airport counter and nothing closer — Orlando for Port Canaveral, Houston Hobby for Galveston, Newark, Logan, San Diego and San Juan's off-airport lot among them. For Norfolk the nearest is Richmond — about 87 road miles away.
The remaining 11 show no Payless presence. That's every West Coast port north of San Diego, plus Alaska, Hawaii, Canada, Baltimore, Philadelphia and Mobile.

The fine print that bites on a cruise trip
Payless rules, including the ones it doesn't publish
Payless's help pages are thinner than Avis's or Budget's. We couldn't find its fuel options, any New York or Michigan age rules, or who's liable after an after-hours drop.
Checked Oct 21, 2026. Where a card is flagged, ask the location before you rely on it.
e-Toll
$7.95 a toll day
Payless charges $7.95 on each day you incur a toll, capped at $39.75 a rental plus the tolls, as of October 2026. That's a dollar a day more than Avis and Budget; your own transponder is allowed.
Rentals that start in the US may not cross into Canada or Mexico without the location's written approval. Seattle-to-Vancouver or San Diego-to-Ensenada drives are off unless a desk signs off in writing.
Renters 21 to 24 can take certain car classes for $25 a day, and Payless says the surcharge isn't in the reservation total (October 2026). We found no New York or Michigan exceptions on its pages.
A US-issued Visa or Mastercard debit card works at most US locations from age 25. Airport desks want proof of a return flight that matches the rental, run a credit check, and hold the estimated rental plus up to $300.
Cancel 48 hours or more before pick-up and Payless refunds the prepayment minus $50; a prepayment under $50 is lost, and no-shows forfeit everything. Pay-later bookings should be cancelled at least an hour before arrival.
Comparison sites show the base rate. These are the add-ons Payless publishes, so you can see the real total before you tap through — anything it doesn't publish shows at checkout, and we say so rather than guess.

Figures from paylesscar.com FAQs, read October 21, 2026; tolls themselves, taxes and airport fees come on top. See the sources.
Port access is 30% of the score, and Payless earns 3.3 there. Two shuttles score well, ten airport-only ports score 3 each, and the 11 ports with no presence add nothing.
One-ways and borders (3.5) and cruise-day timing (4.5) follow from the written-approval rule and the missing grace period. Its strongest bar is tolls and cancellation at 6.5, even with the $7.95 rate.
Across the 23 cruise ports we've researched, Payless has a pier shuttle at 2, an office near the terminal at 0, airport counters only at 10, and a written statement that it offers no port pickup or shuttle at 0; 0 are unconfirmed and 11 show no presence. Shuttles score 10, near-port offices 6, airport-only or unconfirmed 3, a no-shuttle statement 1 and no presence 0; the average is scaled by 1.5 and capped at 10.
J.D. Power's 2026 North America Rental Car Satisfaction Study scored Payless 699 out of 1,000 (study average 707); the ACSI doesn't score it separately. We convert each to a 0–10 scale and average what's available.
No Canada or Mexico without the location's written approval, and unauthorized one-ways are surcharged.
$13 a day, spouse free, but 25 is the standard age and 21–24s pay $25 a day.
No grace period stated; going 1.5 hours past a 24-hour period triggers a two-day charge.
e-Toll at $7.95 per toll day, capped at $39.75 — the highest cap of the Avis group.

Payless edges Avis on J.D. Power
J.D. Power's 2026 North America Rental Car Satisfaction Study, released Oct 7, 2026 and reported by TravelPulse and Auto Rental News, scored Payless 699 out of 1,000. That puts it 8th of 13 brands — three points above Avis and 24 above Budget, though eight under the 707 average.
The ACSI doesn't score Payless separately, so our satisfaction bar rests on J.D. Power alone. One survey of airport renters is a thin read for a cruise trip — treat the 699 as a sketch, not a portrait, and let the location's own reviews fill it in.

Payless against Budget and Dollar
Budget shares Payless's South Florida offices and scores 6.9 by our method, with a lower toll cap and Canada allowed at many locations. Dollar sits just below Payless at 4.3 and is mostly airport-based too. If you're choosing between sister brands at 2520 Miami Rd, compare the toll and border rows first, not the totals.
For a Fort Lauderdale sailing, Payless can be a fine pick — the shuttle runs from the same office Avis and Budget use. PortMiami works too, if you book the M15 code.
Away from South Florida the trade-offs add up. You pay a dollar more per toll day than its sister brands, $25 a day for a driver under 25, and you can't take the car to Canada without written approval.
If you're sailing from South Florida, price Payless against Budget at the same office, adding the toll and age fees before you compare.

Yes, at two ports. Port Everglades uses the shared 2520 Miami Rd shuttle office, and PortMiami's M15 location at 93 SE 2nd St says its shuttle meets passengers at the pier. We found no Payless cruise location at Port Canaveral.
Is Payless part of Avis?
Payless is owned by Avis Budget Group and shares cruise-shuttle offices with Avis and Budget in Miami and Fort Lauderdale. Its rules differ, though: e-Toll costs $7.95 a toll day against their $6.95, and Canada needs written approval.
Can I drive a Payless rental into Canada?
Only with written approval from the renting location; otherwise US rentals aren't permitted into Canada or Mexico. For Seattle-to-Vancouver, Boston-to-Québec or San Diego-to-Ensenada plans, get that approval in writing before you book, or choose another company.
What happens if I return a Payless car late?
Payless doesn't publish a grace period. Its rates FAQ says running 1.5 hours past a 24-hour period brings a two-day charge. Leave room for disembarkation delays when you set the return time.
How old do you have to be to rent from Payless?
25 is the standard age. Renters 21 to 24 can take certain car classes for $25 a day as of October 2026, not shown in the reservation total. Paying by debit card also requires 25.
